Spartanburg 14-year-old found in New York; Long Island man charged with kidnapping

A 14-year-old from Spartanburg County was reported missing.

Deputies received a missing-person report just before 5 p.m. on Sept. 11.

Deputies responded to Cromwell Drive.

Family and friends said the teen had been communicating with someone who claimed to be from New York.

Investigators identified that person as Ceasar Daniel Palacios-Escalon.

Palacios-Escalon is 22.

Palacios-Escalon is of Long Island, New York.

Investigators determined Palacios-Escalon had been in Spartanburg County around the time of the disappearance.

Palacios-Escalon was traveling toward his residence in New York.

Spartanburg County investigators coordinated with New York State Police.

New York State Police located Palacios-Escalon about 1 a.m. on Sept. 12.

The teen was found with Palacios-Escalon in New York.

The teen was placed in protective custody.

Palacios-Escalon was arrested by New York State Police.

Spartanburg County obtained a warrant charging Palacios-Escalon with kidnapping.

Palacios-Escalon is being held in New York on local charges.

The investigation remains active.
