Moreno said a bribery case required a senior official who was in charge of the Sinohydro contract.
Former vice president Jorge Glas testified for the prosecution in a 31-day trial.
Outside the courthouse Moreno pointed to then-strategic sectors minister Jorge Glas.
The sentence said the payments had no legitimate commercial or tax backing and related to Cepeda’s role on the Sinohydro contract.
Glas said Moreno called him about the project’s progress and financing, which Glas said were not Moreno’s responsibilities.
Glas is serving a sentence in a maximum-security prison.
Glas said Macías told him that, on Moreno’s decision, Sinohydro matters would go through Macías.
Glas said that after he was already vice president, he received another call from Moreno from Switzerland.
At that time Coca Codo Sinclair was in Correa’s government’s hands and Sinohydro was at the center of executing the project.
Construction began in 2010 and the plant was inaugurated in 2016.
Since then the plant has had problems that have limited its operation.
Problems include turbine-distributor failures and regressive erosion of the Coca River that threatens the works.
Moreno’s arrival in power was initially marked by continuity with Correa’s political project.
