H.R. 4795 passed 237-169. Thirty-three Democrats joined almost all Republicans; Massie and Davidson voted no.
The House on Sept. 3 passed the Protect Economic and Academic Freedom Act, which would bar colleges that take federal student aid from engaging in a “nonexpressive commercial boycott” of Israel and require Title VI recipients to certify students are not unreasonably obstructed from academic programs in Israel. Sponsors Virginia Foxx and Josh Gottheimer said it does not touch speech. Critics including Rashida Tlaib and Bobby Scott called it a free-speech attack and a solution in search of a problem.
