With cases of corruption, there is a very understandable favoring of the party accusing, rather than the accused. Further, when the accused has been found guilty of corruption, the party injured is the one favored. So it is rather natural when upon reading this article, it includes a sympathetic tone towards the Puerto Rican people. That being said, the article does seem to be mainly concerned about reporting the facts.

Ricardo Roselló officially stepped down from office Aug 2.
Pedro Pierluisi was sworn in as governor on the same day.
Pierluisi was sworn in as secretary of state on July 31, placing him as next in line for the governorship.
Pierluisi has not yet been confirmed by the Senate.
The Senate will hold their vote on Aug 5.
The House of Representatives confirmed Pierluisi's nomination on Aug 2.
If the Senate denies confirmation of Pierluisi, the governorship will be handed to the justice secretary.
In 2018, Vasquez was accused of intervening in a case involving theft of government property in her daughter's home.
Vasquez faced multiple charges, but was not arrested.
Vasquez states that she has "no interest" in being the governor, but is prepared to take the office.
