Police are looking to bring capital murder charges against him.
An unnamed source close to law enforcement said law enforcement is opening a domestic terrorism investigation in this massacre.
Three Mexican nationals were killed and six injured.
Investigators are reviewing online comments posted days before the shooting that may speak to a motive.
The online posting was believed to be written by Crusius, although not confirmed.
First officer arrived six minutes later.
El Paso Police Sgt. Robert Gomez said that they were given several different locations of the shooter.
Multiple agencies responded to the scene.
Officials from two local hospitals said they had received at least 23 people.
Dr. Stephen Flaherty said the patients ranged in age from 25 to 82.
The police were able to escort many outside to safety.
Some people videoed the mass exodus.
Very many people were able to help through the blood drive.

"Lives were taken who should still be with us today," Gov. Greg Abbott said after the incident.
El Paso Police Chief Greg Allen said "The ages and genders of all these people injured and killed are numerous in the age groups. The situation, needless to say, is a horrific one."
"Right now, we have a manifesto from this individual that indicates to some degree a nexus to a potential hate crime," Allen said.
FBI El Paso Special Agent in Charge Emmerson Buie said more investigative work was needed before determining whether there was a possible hate crime.
The crime scene will "be in play for a long period," Allen said. "Unfortunately, the deceased will remain at the scene until the scene is processed properly for evidentiary purposes to be gathered for later prosecution."
"This was a massacre," said US Rep. Veronica Escobar,"The numbers are shocking."
Walmart said in their statement "We're in shock over the tragic events at Cielo Vista Mall in El Paso. … We're praying for the victims, the community & our associates, as well as the first responders."
"There were about 20 children and adults, plus employees, hiding, all cramped like sardines," Explained Brandon Chavez, a mall employee. "Most of us were desperate, some were on their phones. There were girls crying, people trying to talk to each other and women with babies in their arms."
Mayor Dee Margo said that his city would rise above this "senseless and evil act of violence."
"We will be defined by the unity and compassion we showed in the wake of this tragedy," he said. "United, our community will heal."

When gunshots rang out at an El Paso Walmart, Gilbert Serna yelled for everyone to follow him.
He said he led nearly 100 people out the back of the store to safety.
He has worked at this Walmart store for almost 19 years.
He was at the back of the store when he heard a "code brown" meaning there was an active shooter.
Serna immediately signaled for customers and co-workers to follow him to the backroom of the store.
Walmart confirmed Serna is an employee.
Instead of joining them safely inside the containers, Serna closed the door and went to check on more people who needed to escape.
A regular customer that Serna recognized was helping people escape elsewhere.
Adria Gonzalez pulled her mother and made it to a storage area at Walmart.
Gonzalez and her mother were shopping for their groceries.
When the shooting began, Gonzalez waved people down and brought them to safety.
About 40 people followed her to the storage area near the meat counter.
They waited until they could no longer hear any gunshots.
She saw many people being hurt and needing help, but she couldn't help all of them.

Serna said "I was scared, I'm not going to lie, but I wasn't thinking about my own safety. I was thinking about everybody else's safety."
"We were out in the open," Serna said. "I opened the shipping containers and told everyone to get in."
Gonzalez said, "You see this happening in the movies, but when you live it yourself, when you see a person killing, the blood everywhere, You are in shock."
